This video is about Loki on the throne scene. After an argument with Loki, Odin falls into Odin Sleep for recuperation. At that time, Thor is still being cast out on earth by his father - King Odin. Then Loki becomes a legal King of Asgast as he wants. However, Thor's friends act rebellious to a legit king and challenge Loki’s authority as king of Asgard.

Undoing the previous king's order as soon as you become the new king would create further tension.
